Should We Be Paying More Attention To Where Fishermen Sell Their Fish?

I’m no investigative reporter or knower of all things conservation, but I was concerned when I met a fishermen with two had-been grey sharks. He told me that there was a market selling them to establishments who in turn sold them on as Kabeljou. This sounded wrong to me and I need to show it. He made no secret, let me take pics, and said it supplemented his income. I have heard of this before. How can we do more to protect our sea life?
